iPad mini app switcher background dims

Two iPad minis (both 6th gen, both running iPadOS 16.6). Using app switcher (swipe up from bottom) one shows the wallpaper dimmed to a nearly nearly black background, the other shows the wallpaper photo at its usual brightness, but blurred.

What setting controls this action? I haven't been able to figure out what's different between the two.
