Stuck on terms and conditions on MacBook pro

My new to me macbook pro that has been fully wiped isn't going past the terms and conditions page when trying to boot into MacOS, I see no box to click saying that I accept, and under the arrow to go to the next page the arrow is grayed out. I have gone back to the page to sign into icloud and back again and it still didn't work.
