How do I opt out of developer agreement

ever since i agreed as developer for apple my phone has been acting so slow and it will randomly be making its own decisions to click and go to the next page

Apple Developer does not alter the performance. If the iPhone is running more slowly, and if a forced-restart has been performed, that’s something (else) happening locally. That “making its own decisions to click” seems rather more likely a problem with the protective case (remove any case, and test again) or screen-protective film (remove any film present, and test again) or a problem with the display or digitizer.
