iCloud sync forced by Sonoma

I have upgraded to Sonoma. Some of my files are on iCloud, but most of them are not, for a reason. Sonoma is asking me to accept the terms and immediately have all my files on all my devices, and the message won't go away. If I accept the terms for the message to go away, it will start syncing and clogging all the devices so I have to rush and buy more powerful devices storagewise, something I will not do.

Could it be your System Settings? Open the Settings panel, and click on your Apple ID at the top of the sidebar on the left. Click on iCloud Drive, and check that the top option, iCloud Drive is toggled to 'Sync this Mac', but make sure that the toggle to sync 'Desktop & Documents Folders' is off. This should ensure that only the files you manually drop into the iCloud drive get synced, and not your entire Documents folder.

I do not wish to use iCloud at all, I prefer to do my own backups and have all my information private. So this notification is a real pain in the ... Also I only have MAC Computers my phone is android and I don't want to sync any of my devices with my MAC. I am find Apple very predatory, that is why I prefer android phones and tablets.

So I have no way of turning this notification off without going to Terminal.

Does anyone else have an easier solution?
