Using Photos on an iPhone:

Apple support's online article describes what happens when you sign out of iCloud on your device.

(Seems you would lose everything on your iPhone that was synced to iCloud.)

Syncing your photos to iCloud can be turned off / on

(Note: You may have only low-res versions stored on your iPhone and the full-res versions in iCloud).
