Hello, why does it keep saying my debit card is invalid even after activation

I linked my old credit card to my device and it was working perfectly until I misplaced it and then got another one. But since I got another one, I have been unable to link it to my device or do anything online as it keeps saying invalid debit card….how can I resolve this please

When I put my debit card information in, it says it cannot verify my information When i go to change my payment information for the app store and I put in the right debit card information it keeps saying it cannot verify my information every single time is this a bug or what is going on.
