The App Store says that Ventura or Sonoma can be installed on my MacBook Pro 13in 2015, and it offers the download in each case, but Apple Support says it is not compatible. Which is right?

Yea well you are mis-interpreting, even if you could proceed thpough the App Store it will not install.
