My new iPhone 15 didn’t download my contacts
I got a new iPhone 15 and it was offloading the information from my iPhone 11 onto the new iPhone 15. It looks like everything went over except for my contacts.

Contacts sync from email accounts, they are not transferred from another device. So when you log in to the email account or accounts you have on the previous phone your contacts will return.
