Apple does not keep a copy of the data on your iPhone because they do not have access to your phone. It is up to you to make backups of the important data on the phone.

There is NOTHING to recover. Apple can't help you. Apple doesn't have your data. The data resides ONLY on the phone.

It doesn't matter what you "authorize". Apple can't give you what they do not have.

Anything that was not backed up or synced to a cloud service is gone along with your phone.

We have already told you that Apple cannot give you back the data that they never had.

You can continue to ask, but the answer will not change.

You can contact Apple to confirm this. You will be very disappointed with the answer when you speak to them.

Retrieving Deleted Photos and Videos:

Loss of data is something you would have agreed to upon opening an Apple Account. So, if the following does not work, then they are gone. That's just the way it is :(

I. Re-Enable Photos and Contacts in iCloud:

On the iPhones, enable Contacts in iCloud.

On the iPhone:

1. Go to: Settings
2. Tap: Your Name (Top Item)
3. Tap: iCloud
4. Tap: Photos (so that it is grey)
5. Tap: Photos (so that it is green)

Troubleshooting Deleted Photos:

Five Tactics to Try:

A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support

B. Check Recently Deleted:

For iOS16 and later, you can check the Recently Deleted option on your iPhone.

C. Check iCloud, Directly:

For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos

D. Restore your iPhone from a Backup:

Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

Bummer. For future reference, you can back up to a computer or purchase additional iCloud storage.

You can make backups on a Mac or PC for no charge.

Hopefully, you will make backups a priority on your new phone.
