I need help to reset my password on my iPhone.

I need help to reset my password on my phone. I locked myself out email this can be sent to my mom’s phone and I can change it. I have done it in the past and have never had these requirements. Can someone help

Please help me reset my password on my other phone it just keeps saying Support@apple.com/passcode try again in 15 minutes
