Pictures appear as “not delivered” in group messages. Yet I can send a picture fine to one person. I’ve check the message settings, iMessage is on, group messages is toggled on, I’ve restarted my phone. I can’t figure out what’s the issue?

If you can't send or receive messages on your iPhone or iPad - Apple Support
Report the issue to your phone carrier, MMS is their feature.
