iPhone 15 Pro Wont Update To 17.1. My Credit Cards and Apple Pay doesn't work

Should I Reset the phone to see if this works?

1. All Credit Cards Gone
2. Keyless Car Keys Gone
3. Apple Card Gone
4. I turn Off the Phone Several Times, but No Luck
5. Tried Doing the back up on iTunes No Luck
6. Force To use my wife Apple family share

any suggestions, please, should I request a new phone? I've had mine under 30 Days.
