Verification process keeps failing

I can’t download or update anything. It’s keeps asking ing to view my billing process which I’ve done a million times yet it still doesn’t work . So I to removed the all my billing information yet it still doesn’t work . I’ve also tried to change it to none still it’s not working it’s not changing giving me the none option
