If you plug your power cord into the I Phone and your charging icon remains black does that mean the cord is dead?

Maybe.

Perform all the steps provided in this support article:--> If your iPhone or iPod touch won't charge.

If the issue persists, I suggest that you make an appointment (*) and have your device+charger+cable+battery inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> https://locate.apple.com/choose-country-region . After checking it out, they'll give you all the available options.

Hello Edith_Archie, Not necessarily. The iPhone SE is about 7 years old and maybe the Battery has expired beyond its useful life. Saying "cord is dead" unless the cord is damaged I assume you mean the charging adaptor and I doubt that is the issue. If you want to keep the phone you may want to have it checked out by Apple for possible battery replacement or consider getting a newer model.
