Is your iPad by chance in a Guided Access session? If you can't use the app switcher as Urquhart wrote, this may be why. Guided Access can be configured to disable the functions of the physical buttons too, which may be why you can't shut it down.
Even if an app is stuck or frozen, then you should still be able to swipe up to the App Switcher, where you can force-quit apps. Quit and reopen an app on iPad - Apple Support
