Shortcut to silence phone and watch does not work when started on watch

So I have created a simple shortcut in the Shortcuts app, which only toggles the Silent Mode of my iPhone and my Apple Watch. When I click on the shortcut from my iPhone it works. When I click on it on my watch, it shows that it ran and finished, but when I check the silent mode is not toggled on either my iPhone or my Apple Watch. Can anyone help with this?

I edited the shortcut and removed the action to Toggle the Silent Mode for my iPhone and now it is working. Basically it is now toggling the Silent Mode of my iPhone. It seems that from the watch you can only run shortcuts that have only Watch actions inside them. If any of the actions are for the iPhone, it will just not run the shortcut, not will it tell you why it didn't, nor will it run the actions which are for the Watch. In simpler words, it seems that from the iPhone you can do shortcuts which can affect both devices, but from the Watch you can only do actions which will only affect the Watch. A little bit annoying tbh, as I cannot toggle the silent mode of my iPhone from my watch anymore. Does anyone know if this is the way it is meant to be or if there is an issue with my watch?
