You can't mirror to it unless/until it is recognized, and 'recognized' may be the crux of the problem.
The Mac uses a system that reminds me of “Plug and play” to determine what display is connected, and what its capabilities are.
To get a Mac display to become active, you need the Mac to query the display, and the display to answer with its name and capabilities. Otherwise, the display will not be shown as present, and no data will be sent to the display. "No signal detected" is generated by the DISPLAY, not by the Mac.
This query is only sent at certain times:
• at startup
• at wake from sleep — so momentarily sleeping and waking your Mac may work
• at insertion of the Mac-end of the display-cable, provided everything on that cable is ready-to-go
• hold the Option key while you click on the (Detect Display) button that will appear in Displays preferences (from another display)
so try doing some of those things and see if the display comes alive.
it does not need to have Apple play -- that is a completely different method of data transfer AND is invoked differently.
if you get no picture of any description, then it is not recognized as present, and no amount fiddling can make it work unless/until it display a picture of any description.
what it needs is the ability to answer back on the secondary data channel, and tell the Mac is name and its capabilities. it is possible that you are suing an older cable that does not carry the secondary data channel. if you decide to buy a new cable be sure your get a certifed "Premium" cable.

Mirror the Screen to this External Display:
Performing the following will mirror the Home Screen, and allow you to use it as if it were you laptop's screen.

I can connect my mac to the apple tv I have wireless with a sony TV without problem, sadly the Panasonic is the one I wanted to use.”

You can not turn on Mirror displays Unless/Until a second display is seen as present and working on your Mac.
MacOS 'Mirroring not selectable' is a SYMPTOM that the second display not being detected -- it is not the CAUSE of the problem.

Dull Screen Button:
“dull screen” is the second-button-in from the far-left on Touch Bar. (“Dull” as in “decrease screen brightness”). But, if you have no Touch Bar, then it would NOT apply to you here. So, if you can’t mirror it, then it is a problem with the monitor’s settings.

Mini Display Ports do not Transit Sound:
Computer monitors are typically viewed at a closer distance (being they are often used for video output, and not so often for audio), while televisions (and many projectors) have audio and video (being they are often viewed from a distance, where audio is highly-needed). So, being a TV having no audio, that may be what is getting in the way here.
Now I know there is no audio with the mini display port, the thing is I dont get any image ether, I have seen videos and they connect the image inmediately.
I have tried with a new Sony TV and an old Panasonic, used a new HDMI cable, changed all configurations in system prefs with same negative results.
As I mentioned in About this mac in system report under Graphics video section it shows Mirror OFF. Can it be change to YES? maybe that is the problem.
As mentioned above I have tried Holding Down: command and F1, but I dont know [command + dull screen]??
Needless to say my Mac is updated with Mojave.
