How can I turn off Continuity features entirely?

Airdrop and Handoff of turned off on my iPad and Mac, yet my Mac still connects to my iPad to via "move to iPad" in applications such as Safari via Continuity. Where is the setting to turn off Continuity?

and yet they still connect via "continuity". How to disable?

I don't think there is a master control to turn off Continuity.


Continuity isn't a single feature, but a bunch of separate features that Apple groups under the "Continuity" / "move seamlessly between your devices" umbrella. AirDrop and Handoff are two of the features, but I'm guessing you will also need to look at settings for others such as Universal Control.
