Is it possible to tell the tablet to make the phone ring?
The phone is lying nearby, it is synchronized with the tablet.
Maybe I need to activate the continuous access feature.
(It’s inconvenient to ask iPhone directly to call someone, because, as far as I know,
4s requires to press the home button to activate voice commands, and the tablet responds to “ok, Siri”)

No, you can't tell Siri on your iPad to make a phone call on your iPhone. However, if you have Calls on Other Devices set up, you may be able to make the call directly from the iPad. Perhaps that's what you mean by "continuous"? For reference, it's actually "Continuity".

If the tablet is an iPad, in Find my app> devices you can select your iPhone and play a sound
If the iPad has its phone number (cellular) you can create a shortcut to call your iPhone asking Siri
