for some reason "all apps" is constantly running in the background draining my battery and i cant find what is running to couse this in tack manager and tryed restating and no effect

It would seem that All Apps is simply the summary of all your currently running applications. I suggest using Activity Monitor for a more detailed view:

Ah, I think I found what app it is, and it's meant to be running (a distraction blocker). Is there a way to add that program to a don't track list? So that it does not affect the activity monitor?

Sorry, but why would you want that? Even if you could omit it from tracking, it would still be using whatever CPU/memory resources it's using. If you want to stop something that is 'constantly running in the background draining the battery', you need to quit the app. Omitting it from Activity Monitor tracking would be like making the boulder falling from the cliff toward your head invisible – just because you can't see it, doesn't mean it won't squash you.
