No, maximum battery capacity would indicate your battery can still hold 100%, which you’re telling us it does not.
If you have AppleCare+, you can have Apple replace your battery ONLY when it fails a diagnostic, or when the system shows that it can no longer hold 80% or higher battery capacity.
if you only have limited warranty, they will NOT replace the battery unless it is failing, as degrading battery is expected behavior from lithium ion over time on any product.

The max capacity is 100%, when it drops below 80% Apple suggests replacing the battery.

I suggest you contact Apple and have them run diagnostics. That seems off to me. It's an unusually large battery drain for a phone that's less than a year old. Apple can probably do the diagnostics remotely.
