Logic Pro has for pretty much forever only ever supported the current version of macOS and the one before. For Logic Pro 10.8 the required minimum version of macOS therefore is 13.5. The MacMini from 2014 is no longer supported by these versions of macOS.

You can install Ventura/Sonoma on every Mac, that is 7 years or younger. That is not what I would call "pushing new hardware", it is however pushing free upgrades to macOS, which often do contain important changes outside of the emojis…
But, yes, would be great if any version of macOS is support. But that is also unrealistic.
For once: you only gain about a year, because Apple will eventually stop security updates for Monterey and then your machine becomes a liability in today's world.
And it also comes down to how much money and people you throw at a problem. Supporting older versions of macOS, which are only being used by a low-single-digit percentage of users, is not effective for a small team like the Emagic group, which are still working on Logic Pro. You do need to think forward and invest your time and money into the future and features.
How many times did you had to pay for an upgrade/update of Logic Pro in the past 10 years? Once: exactly 10 years ago… Is there any other DAW in the market that did that? For the money you didn't spend on upgrading your DAW multiple times during that time, you can probably buy a new MacMini…
So, it is a balancing act, but it is _not_ a push for new hardware. In the same way you do not want to update you MacMini or macOS, you are also not forced to update Logic Pro. Just wait and update, when it fits your needs.
The Logic team is following the scheme "current OS minus one" for over almost two decades quite successfully. They also do not have the luxury to wait with support for the next version of macOS. Logic Pro has to be compatible with any new version of macOS or new macOS hardware on the day it ships.
As I stated: you do not have to update. Keep your old software and use it. Once you update to at least Ventura, you can then update Logic Pro as well.
If you are afraid that an update to Ventura will break things, you should also not update to a new version of Logic Pro – or Live 11 – because that can also break things.
It is possible to install modern MacOS on unsupported computers, but it is not guaranteed that everything will work.
That's why, after 20 years of using Logic, I'm switching to Ableton Live.
This thing that you've to upgrade OS every 2 years is ridiculous and UNPROFESSIONAL.
And a lot of plugins still don't work properly with Ventura.
Crazy.
Logic Pro followed this scheme for well over 10 years. This is nothing new.
It is also ridiculous that some plugins are not maintained to support at lest the last two versions of macOS. That means you can't even buy a new(er) Mac, because they do require Ventura or Sonoma.
True, but a lot of people are tired of this thing. Apple should find a different way to push me to buy new hardware.
PROs usually don't update the OS every year.
We need to rely on a solid OS that works fine every day. There's no need to update an OS just for some fancy icons or 2-3 minor changes on email or message apps.
And I was one of the best Apple Fanboys out there in the past...

I don't need new hardware and I don't need new software.
