Have had same occurring on 2 M2 and 1 M1 all running Sonoma 14.1

This seems to some " growing pains " in Sonoma where the suggestion for this oddity is presented

For me, I just tap the fn / global key a second time and start again 🤞

Update to Sonoma 14.1 if you haven't already.

FWIW, pressing the escape key will close it.
