Make sure that you're deleting the app from the phone, not just from the Home Screen.

Also note that if you go to the app store and look up an app that you've deleted, you'll see the cloud icon. This does not mean that the app is stored in your iCloud account. It just means you can download it again with no cost or authentication.

Long press the screen and tap the - on the top left of your app. Or go to settings>general>iPhone storage tap on the App you want to delete and tap delete

Settings>General>iPhone Storage... then scroll down to the app(s) you want to delete, tap on it/them and select the appropriate option.
