Can't add card to wallet via hot spot
Trying to set up credit card, but access seems to require internet connection. I only use hot spot with iPhone
MacBook Pro 16″, macOS 13.6

The Hotspot is used to share internet access with other devices. You cannot use the phone generated hostpot with the phone that generates it.
If you are just using your cellular data access form Verizon, then that is all there is, and Hotspot is not actually involved in any way. It just your Verizon's data access and internet connection. No Hotspot.
With that said, your cellular internet connection should be all that is required to add the card to the Wallet app.
Make sure the Wallet app is allowed to access cellular data in Settings ➜ Cellular. Make sure the switch is turned on for it there.

Thank you Phil0124. I had neglected to turn on access for the wallet app. Problem solved!
What do you mean you only use hotspot?
Your iPhone doesn't have a cellular data service plan for internet access?
Your iPhone is not connected to Wi-Fi either?
I do not have an internet provider. I use the iPhone hot spot with Verizon
