software update is preparing now for about 5 minutes is this right ?

trying to set up new I phone got as far as down loading iOS 17 and it stop and can nougat any thing else to work, message says can not restore back up

I tried the update at four different locations and get the same results. from a friends home in Denver the back up fails with 1.04 GB remaining. In Santa Fe the backup fails much earlier. These 2 problems have been going on since June 2023. Note, I already spoke with Apple support and did phone network reset.m, did not help. Everything else working fine on the phone.

Restore in progress I cannot get my IOS updated because it’s saying “an estimated 100mb will be downloaded to finish restoring your apps and data. It’s been saying it for days. It’s been plugged in and connected to wifi

During the update procedure, the "preparing update" step might take 15-30 minutes.
