imac as second display with mac mini
can i connect old iMac with mac mini as a second display?

According to the document, the M1 Mac mini can't use ANY iMac as a Target Display Mode display – even if the iMac supports it.
IF instead of a M1 Mac mini, you were proposing to use an old Mac released in 2019 or earlier, running Catalina or earlier, you'd run into another problem. The document says that the Late 2012 iMac must be running High Sierra or earlier to work as a TDM display.
Either of those would torpedo the idea, even if you were willing to spend $80 on specialized Thunderbolt adapter and cabling hardware to try to reuse an 11-year-old, 21.5", 1920x1080 pixel display. (A USB-C to Mini DIsplayPort adapter would not work here, even if Apple had not imposed restrictions on how new "the other Mac" and the two versions of macOS could be. The connectors would be the same, but the signal carried on the cable would not.)
