Reset frozen after iOS 17.1.1 update and Apple Pay issue message

Updated iPhone 12 Pro Max to 17.1.1. Requested I do a data reset. Did that. Then said Apple Pay Issue. Did a reset. Now frozen at the end of reset progress timeline.
