I have high sierra 10.13.6, no longer compatible to upgrade apps like Pages, iMovie etc. Need to upgrade my os, which would be the best operating system to upgrade to? My computer is compatible with all operating systems.

If its compatible with everything, then the best option is the most up to date version it supports as it will have the newest fixes, updates and features.
Currently macOS 14 Sonoma is the most current version.
Be aware
Starting in macOS 10.15 Catalina and all above versions
Only 64 Bit Applications, Drivers, Extensions are supported
Nothing 32 Bit is supported and there is No Work Around
Suggest using the link below to check for 32 bit stuff Before moving forwards
You may need to update / upgrade or replace certain Third Party Software to make them work
