NFC is enabled and active on your iPhone 11, as was included earlier in this thread.
Whatever documentation you’re reading elsewhere is outdated or wrong, or maybe you’re getting confused about how NFC or this tag works.
An NFC tag doesn’t “pair”. It’s in proximity of the reader. Or it’s not.
Some local app or service can then act on the data provided by the NFC tag, or can communicate with the device via NFC.
The Apple approach for a hardware security token uses a FIDO-compatible token — what Apple calls a security key — which can be accessed via NFC, Lightning, or (on iPhone 15) USB-C.
If you are setting up a FIDO security key here for your Apple ID, that does require initialization, and you’ll need at least two tokens to establish your security, and probably preferably closer to the limit of six, lest you lose both and be permanently locked out of the Apple ID.
If you want assistance with this particular NFC tag, or with this FIDO key if that’s what is involved (though you indicate that this NFC tag is not FIDO), past what Apple documents for hardware tokens, you’ll either need to tell us what you have here and what you are trying to do, contact the tag vendor.

Troubleshooting NFC not Showing an an iPhone:
NFC ought to be shown. NFC is an option for all models.
So, what to try...
Hold or Place it Near the Top of your iPhone.
I bought an NFC bracelet, which I want to pair with my Iphone 15 iOS 17.5.1
To do that, there must be an NFC button to click on, but it is not showing.
The suggested solution with using securities keys appears to be far too complicated, and seems to oblige to use some external FIDO things which I dont have.
It is there a simpler solution?
The NFC option ought to be visible but it is does no show up on my Iphone, like appears to be the case for many other iPhone users
This is obviously a failure on the side of Apple.
Can Apple be requested to provide a fix for this in the next software update?

Ok so how do you explain this? Iphone 11 latest ios
There is no NFC button to turn on or off on iPhone. NFC is automatic and with applicable NFC devices, just placing the phone near the object, if it can work with iPhone will appear. You need to check with the manufacturer of the bracelet you bought to see if it is compatible with iPhone.
