Getting Into a Locked Mac:
This seems to be have been locked through Find My. So, if purchased secondhand, then the seller should have performed here prior to selling it to you: What to do Before you Sell, Give Away, Trade in, or Recycle your Mac - Apple Support. The seller should have known better.
