not all membership cards can be added. If the membership business or group has an app, the app can take you through their process if they support Apple Wallet. It may also depend what IOS you are using. A popular one AAA car service. You download their app, and within the app, there's a setting to put your membership card in Apple Wallet.
Here's another discussion about that very thing. You can use third party apps to store the cards on your phone but they would be in their app, and not in Apple Wallet. Ultimately it's up to the membership company to allow use in Apple Wallet, and they set up the process to add it to the Wallet.
