Getting shocked while charging the iphone

The phone rings around the cameras are metal. If it's cold and dry where you are it could have been a static electricity discharge. It may not have had anything to do with the fact you were charging your iPhone. If you are concerned however, schedule an appointment at your Apple Store Genius Bar for evaluation.

It’s clearly not normal to be shocked by your device….if it doesn’t have any underlying issue. But it’s hard to say what happened since many factors can cause a shock to occur. Take your phone to Apple to have it inspected
