I accidentally deleted my Procreate app. Now I can't download the same again without paying for it.

Apps are permanently associated with the AppleID account that was used for its purchase. If you are signed-in to the App Store with the same AppleID, you should be able to download and re-install the App without incurring a further charge.
If instead you are using a different AppleID, Apps will need to be purchased again.
