Postcode Apple ID Lebanon and money deduction from my card !!!

Hello ! I’m trying to fill all the infos required for my visa card, I’m in Lebanon and no postcode is working I tried a lot of options. Can someone help me with this? And everytime I try to log in you deduct 1$ from my card, how is that possible ?!
