YouTube does not allow this unless you subscribe to their premium service at $18.99 a month. This is NOT an Apple limitation. This is how YouTube entices users to upgrade to their paid plan.

You need to have a Premium subscription.
Apple has absolutely nothing to do with it. YouTube is a Google product. They are the ones that require a paid subscription to do what you want, not Apple.

As long as the other app the Author wants to use also uses the speaker, they should be able to switch to another app with music playing from a streaming music app like Apple Music.
If I'm streaming music on Apple Music App, once the music starts playing, I simply slide up from the bottom of the screen to minimize Apple Music, which brings up my home page, then for example, open the mail or messages app and the music continues playing. I don't use YouTube Music, so I can't say if it does the same. But it certainly does with Apple Music.

Actually, if you want to listen to YouTube in the background, you have to pay Google for that, not Apple. You can go through Apple to subscribe to it, but it's Google's app and google's property.
Good luck with your mission. You seem to be completely missing the point you are apparently using the non-paid YouTube music app on your iPhone. Yet you somehow seem to think you should be entitled to Premium features at no charge. Good luck with that. It's not how the "for profit" world works. You can have the feature you want. But you have to pay for it and to think YouTube is going to give it to you for free is honestly a pipe dream.
You want the feature? Be willing to pay for it. And as has already been pointed out this has nothing to do with Apple. You're not using the Apple Music app. You're using Google's app, so you need to take this up with them, not Apple. Apple has nothing to do with the functionality of Google's app. None at all.
You do realize that US Copyright law requires that YouTube and any other app or site that allows streaming of copyrighted music pay licensing fees and that the rights holder of said recording receives royalty (doesn’t matter if it’s on the free version or premium version). It is why there are commercials/ads on the free versions so some of that revenue can go towards those fees. That’s the most basic example but if you want to go on a path of discovery to determine if you should cave and pay for a premium YouTube subscription to get the feature you started this conversation about it should prove to be an interesting peek into the whole topic.

Basically, I have to pay apple a fee every month for something i only use a few days out of the year. less appealing is that i can listen to music from many sources but i am blocked from listening to that music in the background unless I pay a fee monthly to apple for the usage of the music app.
That does not sit right by me!
There will ALWAYS be advantages to premium services. If this doesn't sit well with you, tell Apple. This is a user to user only forum. It's possible, btw, that you'd need to pay for YouTube Premium for the same functionality as I have with Apple Music, but that I can't confirm as I don't use YouTube music at all.

I understand about feedback. Feedback starts with a consensus and that consensus can be determined right here in this user forum. I have ascertained that a novel user like myself has no hope of correcting this user deficiency when those with the most clout here do not think the same.
You can believe that posting here gets the attention of anyone at Apple, but that would be a false assumption. Apple truly doesn't monitor these forums for feedback, with the exception of moderators who monitor for compliance with the terms of use we all agreed to when we joined the forum.
In order to get consensus on something, you'd need a LOT of people wanting the feature you're not happy about. And yet, few if any have chimed in since you posted and I don't honestly recall many, if any other's who seem to feel this an issue. You'd need a LOT of people providing feedback to Apple about an issue, before anyone at Apple believed it was an issue. And it actually isn't an issue, if you can stream music while using other apps, as long as you understand you may need to pay for Premium services.
A good example of this would be my 2023 Genesis GV70 offers Hotspot service. But I don't get to use it unless I'm willing to pay for it. So it's a feature I want and I pay $20 a month to use. This isn't really much different than anything which has subscription services. My car also has SiriusXM. If I want SiriusXM, I have to pay for it.

It seems you and I have a common interest in resolving this. As I see the fair use of iphone is restricted for means of profit. It was suggested that I give feedback to apple. I thought that would be an uphill involvement but now I see that maybe this post should stick around a while so that other users seeking to resolve this issue might also give feedback to apple as you should too.
Yes, I have read your post and understand how that can be; however, I have to test that idea before I go that direction.
I can test how many other sources of music shut down when switching apps. Even then it can be said that all apps shut down when an app is switched by design from all app developers; however, that is not the best design practice as stated over at the apple developers forum.

It is not a feature that restricts a user from a capability that is inherent in the device. It is a restriction applied to game users into subscriptions. It can not be a feature to offer background music when the developer community has a set of best practice guide lines that advise against this.
Also, about the world of capitalism, I must now venture out in quest to discover if youtube is paying royalties to these music producers for their gain of revenue off something they are not likely licensed to dispense in the manner in which they chose.
