Please my FaceApp billing is declining instead the response is that the payment has been sent to my account but i didn’t see anything please I want to resolve the issues

This is a bulletin-board type forum, where people who are mostly Apple users (not employees) help each other with mostly technical issues.
It sounds like at a minimum, you need to change compromised passwords. Sounds as though you also need to contact Apple and possibly your bank(s).
If you think your Apple ID has been compromised - Apple Support
If your payment method is declined in the App Store or iTunes Store - Apple Support
If you need to change or update your Apple ID payment method - Apple Support
