Command-Shift-Period to toggle hidden file viewing in Finder, and /Library and other hidden files and directories should become visible.

Then have a backup, and have at.

Worst that happens is a systemic corruption and a need for a restore. 🤷‍♀️ (that’s less of a big deal on macOS than on some other platforms, given backups and restores work pretty well.)

Removing Xcode app gets rid of the vast bulk of it all, and it’s very rare for folks to go after /Library/Developer directly.

Deleting stuff under your own ~/Library/Developer potentially deletes your own apps and builds, though there are various derived directories there that can potentially be expunged.

i don't have Xcode installed, could that be the problem?

No Xcode installed, or no command-line tools installed, means no tools to remove the simulators, yes.

If Xcode storage requirements (which are not small) are your main concern and have some storage available, then re-load (and leave) the command-line tools installed, and use those to remove the simulators. Those tools will usually be enough to rebuild whatever you were previously building with Xcode, if that app or tool was built using some build script and not with Xcode directly.
