Can't purchase itunes with my pc

I have added my Windows PC to my Applie iTunes devices list, but I can't add funds to my account or download purchases to my PC. In the Authorized to make Purchases, iTunes/apple won't allow me to add a device either. "Add Device" is ghosted.
