Location services grayed out

Hi,

Apple Watch Ultra with iOS 10.1.1 here Paired to the iPhone 14 Pro running iOS 17.1.1.

I cannot change location services settings for individual apps on my Apple Watch as they’re all grayed out.

Anybody have any solution to this?
