Can you reset my apple watch

I bought an Apple Watch from a 3rd party and the activation lock still on there help ?

Activation lock is a security feature. Only the original owner of the Watch and Apple ID can remove the activation lock. Reach out to who you bought it from, but if they refuse or cannot remove it you should demand they accept it back for a refund. How to remove Activation Lock - Apple Support
