Do I return the power cord, keyboard and mouse when I trade in my iMac?
Do I pack those items when boxing up my iMac for trade-in?

Just follow the instructions that you are provided with the Apple Trade-in program. Unless they specifically mention that these items should be included, then you can just keep them.
FWIW, it has been my experience that these are rarely required to be returned.
