We can't know. We are not Apple but end users like you and have no access to their databases. For what are they supposed for be deducting 99¢ that is not happening?

Many of the senior contributors here are just that—seniors. Medicare cards and ibuprofen abound!
Really, you need to talk with Apple. Such financial issues are beyond the scope of a user-to-user forum where we are not privy to Apple's accounting procedures.
There is a "contact support" link at the very bottom of the support page I linked in my first response (click the bit in blue type).
I apologize, I think I meant iCloud isn't charging me the $.99 a month for my iCloud storage space of 50... that my iPhone photos goes into the iCloud storage. It happened once before but this time it's been like for 2 or 3 months. I just wouldn't want to lose my iCloud account...
