Changing the Apple ID

Hi I wanted to ask something

My cousin found a phone and she's trying to create her Apple ID there is an existing Apple ID but we can't sign out or reset the phone because it will ask for the password from the existing apple id account so she can't do anything about that so what should I do???

Your cousin needs to turn the phone over to the proper authorities.

Failure to do so constitutes a crime known as "theft by finding" in many jurisdictions.

The phone does not belong to her.

There is no way to bypass the activation lock. It is useless to anyone other than the rightful owner. That's what activation lock is for, to keep dishonest people from being able to use a device that was lost or stolen as their own.
