iCloud storage

My phone is saying in the notifications that my iCloud is full and nothing can be backed up but when I look at how much data I’ve used on my phone I’m only at 2.4 and then that way for six months and I’ve been getting the same message every since it hit 2.4. Does anybody have any suggestions? They want me to upgrade to more storage
