Locking Item Locations:
Go here: Organize the Home Screen and App Library on your iPhone - Apple Support. Locking an item to the iTunes Screen is not a feature of the iOS. So, see if there is an app in the App Store.
Recommend this to Apple:
Do your Part: If you think this is a useless feature of Apple, then inform Apple of this. Apple wont get back to you directly on this, but the more feedback they receive on this, the more they'll know what suits their customers' needs and wants. Apple will not know you opinions of this, if you don't report it.

Preventing Folders from Moving on an iPhone:
Where are these folders located? There is no way to disable this.
A. Backup iCloud Drive:
If you have these folders in iCloud Drive, then download all of iCloud Drive, for safe keeping. Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip
B. Disable iCloud Drive, on the iPhone:
Having a check next to it, iCloud Drive is syncing particular data.

Adding Folders to Home Screens:
I’m not aware you that you can all folders to your Home Screens. So, these folders you are referring to: are they associated to an app?
I guess I am not making myself clear! I have folders on numerous screens. In these folders I have apps. For example, I have a folder called “News”; in this folder I have numerous apps, like Fox News, USA Today, et al. I do t want this folder to move from where I dropped it. Is there a way to prevent this folder from being moved?
The folders I am referring to are all on home screens.
Did you ever get an answer about stopping the folders from moving?
my phone has been doing this and I’m having great difficulty getting them back to where I dropped them also.
