Why doesn't my iCloud drive update when a new file is deposited in it. It's not syncing

Using Windows 11 and downloaded "iCloud for WIndows" from the apple site

iCloud Drive not syncing on Windows 11 I am having this issue. It hasn't worked for a few weeks, and I have tried rebooting, restarting processes etc. It just doesn't sync, which is annoying as I prefer to use iCloud over OneDrive as it's easier to keep my Mac and Wintel in sync that way (and I pay for MacOS storage, not 1Drive). Files sit in pending forever:
