If you cannot reset the security questions or set up two factor authentication you won’t be able to regain access to that Apple ID again. In that case what Apple told you to do is your available option.
The Apple Support on the chat said that I should create a new apple ID, which I do not want. I would like to use this current email address.
The 2 FA is not possible, because the security questions are blocked.
Please tell me what should I do next?
