You will need to contact Meta for help with their services, this has nothing to do with Apple.

You contact them and find out why your phone has been banned and what you have to do to have it un-banned if that’s even possible.
We can’t help you. Apple can’t help you.
Those services are owned and controlled by Meta.
Sounds like your phone has been banned by those services.
It has nothing to do with the IP address. The device itself has a unique identifier. That’s what’s been banned.
