Space Bar Not Responding on Keyboard

Using my MacBook Air (Apple M2; Sonoma 14.0) and space bar periodically will not respond. Sometimes a blue border will appear around the a portion of the screen and will not permit me to type.

Go to your Accessibility settings and make sure that Full Keyboard Access is turned OFF
